How do the professional social work indicators and estimates of endangerments of a childs wellbeing come about, and which criteria to evaluate this wellbeing are taken into account by professional social workers. I will describe the initial position and also investigate the decision process in the Upper Austria welfare offices. The basis and framework for the actions of the youth welfare department are the youth welfare laws. The actions of the professional social workers are, however, also influenced by individual inner values and norms which makes an ethical observation also necessary. Furthermore, this critically investigates the process of how the wellbeing of a child is evaluated and estimated and how social diagnostics can help in this process. Professional standards in this process are mentioned in social work literature. These standards have been collected in this work and form the basis of the further empirical research. The empirical part of this work uses, after the conducting of expert interviews, the method of quantitative social research method. The information was gathered using questionaires which were distributed to the social workers in the Upper Austria youth welfare offices and evaluated using the statistics program “GrafStat2008“. The hypotheses were then tested against the information of what makes the professional social workers feel saver in the evaluation and estimates of a childs wellbeing and the usage of the checklist from the Upper Austria government can heighten this feeling of savety. Evaluation of the results of the research was made in association with a critical analysis of the professional standards mentioned above. The areas in the standards which could prove very useful for the Upper Austria youth welfare department were highlighted. Sozialarbeit, Dipl.-Arb., 2009 In dieser Arbeit geht es um den Kernbereich der Jugendwohlfahrt, um die Sicherstellung des Kindeswohls. Wie kommen die fachlichen Einschätzungen zur Gefährdung des Kindeswohls zustande, welche fachlichen Kriterien werden bei der Abwägung des Kindeswohls von den Fachkräften berücksichtigt? Es wird die Ausgangslage beschrieben und die Entscheidungspraxis an oberösterreichischen Jugendämtern untersucht. Gesetze bilden die Grundlage und den Rahmen für das Handeln der Jugendwohlfahrt. Die Handlungen der Fachkräfte werden ebenso von inneren Haltungen beeinflusst, was eine ethische Betrachtung notwendig macht. Im weiteren Verlauf setzt sich diese Arbeit mit der Abklärung von Kindeswohl auseinander, und damit was Soziale Diagnostik dazu beitragen kann. In der Literatur werden fachliche Standards für den Abklärungsprozess genannt. Diese wurden zusammengestellt und bildeten die Grundlage für die weitere empirische Forschung. Der empirische Teil der Arbeit basiert, nach der Durchführung eines Experteninterviews, auf den Methoden der quantitativen Sozialforschung. Die Daten wurden mittels Fragebogen bei den Fachkräften der oö. Jugendämter erhoben und mittels Statistikprogramm „GrafStat2008“ ausgewertet. Die Hypothesen wurden schließlich dahingehend ausgewertet, was Fachkräfte in ihrer Einschätzung sicherer macht, und was die Verwendung der Checkliste des Landes OÖ erhöhen kann. Diese Auswertung erfolgte in Auseinandersetzung mit den o. a. fachlichen Standards. Es werden die Bereiche aufgezeigt, wo die Jugendwohlfahrt in OÖ aus den fachlichen Standards Nutzen ziehen kann.
